The series will highlight the regulatory gap currently facing the legal cannabis industry—specifically the fact that the New York State Office of Cannabis Management (OCM) does not have the authority to shut down unlicensed dispensaries. This lack of enforcement, Gierum argues, undercuts the legitimacy and economic viability of licensed businesses that have invested heavily in compliance.
